Wisconsin's Trauma Care System is located in the Office of Preparedness and Emergency Health Care (OPEHC) in the Division of Public Health, Department of Health Services. Chapter 118 provides the authority for the Department of Health Services to develop and implement a statewide trauma care system. The departmental lead for the program is the Trauma Program Manager:

The State Trauma Advisory Council (STAC) is a thirteen member council of trauma experts from around the state. The primary role of the STAC is to "advise the department on issues related to the development, implementation and evaluation of the statewide trauma care system." STAC also provides input on the development of the RTAC trauma plans as well as the design and use of the State Trauma Registry.
